Food import customs clearance documents depend on the destination, the product and the shipment. Begin with a commercial invoice, packing information and the applicable transport document, then ask the importer or appointed customs broker to confirm the complete checklist. Product approvals, permits and certificates need their own applicability review; a supplier's certificate folder is not a universal clearance pack.
For biscuits, candy, chocolate or a mixed food assortment, build the checklist by SKU before committing to production or shipment. Record the document name, provider, reviewer, required format and deadline. This makes missing evidence visible while there is still time to resolve it.
The following matrix is a planning framework. It does not mean that every item is required for every country, or that Nong Zhifu Food can supply every listed document for every product.
| Document group | Examples to review | Preparation and confirmation |
| Commercial and packing records | Commercial invoice, packing list and agreed goods descriptions | Seller prepares its records; importer or broker checks destination requirements |
| Transport records | Bill of lading or air waybill, according to the shipment | Carrier or agent issues the applicable record; parties check shipping instructions and release arrangements |
| Product information | Specification, ingredient and allergen information, label version and relevant test evidence | Supplier coordinates available product facts; importer or appointed reviewer checks intended use |
| Conditional official evidence | Origin evidence, health or inspection certificates, product registration or import permits where applicable | Confirm the exact requirement and issuing route; importer and relevant authority determine local acceptance |
A pro forma invoice used during negotiation should not be confused with the final commercial invoice. Similarly, an audit certificate, test report, registration and shipment permit serve different purposes. See our registration and certification guide for the questions to separate when reviewing evidence.
The US International Trade Administration's common export documents overview explains general document functions, while its special documents guidance shows why additional evidence depends on the transaction. These are general references written for US exporters, not a country-specific rulebook for food shipped from China. Confirm the actual requirements with the destination authority and your importer or broker.
Turn the destination checklist into a responsibility log. Ask who obtains each item, who checks its scope, and who submits it. Record whether an original, electronic record, specific language or particular authentication is requested, together with the basis for that request.
For conditional evidence, establish feasibility and timing before approving the order. A document requested after production may depend on a procedure that should have happened earlier. Leave unresolved items open rather than marking them complete because a supplier has promised to investigate.
For Ghana-bound projects, consult the Ghana FDA responsibilities guide and verify the current product-specific process locally. Do not apply procedures from another country simply because both use the term FDA.
Use a consistent product identifier across the specification, approved artwork, order and shipment records. Check the relevant names, pack sizes, quantities, weights and party details across documents. Where descriptions differ for a legitimate reason, resolve the relationship with the reviewer rather than silently changing a final record.
Keep a version register: file reference, product or shipment covered, date, provider, reviewer and approval status. Check the scope and validity of any supporting report. A document for another product, manufacturing site or batch should not be assumed to cover the proposed goods.
This is the part of supplier documentation review that supports clearance readiness. Product development and artwork approval are earlier decisions, covered in the OEM and private label guide. An accepted sample or artwork file does not itself establish permission to import.
Compare the final invoice and packing list with the approved assortment and actual packed quantities. Review transport instructions with the responsible logistics contact. If a SKU, pack format or quantity changes, identify the documents and approvals that require correction.
For a multi-supplier order, keep document readiness visible in the mixed-container checklist. Agree who can hold shipment when a discrepancy remains unresolved, and who confirms that corrections have been accepted. Scanned files being available does not by itself establish clearance approval or cargo release.
Nong Zhifu Food acts as an OEM and sourcing partner in China. For a proposed order, agree which commercial records and product information we will prepare or coordinate, what our production partners can provide, and which steps remain with the importer, broker or authority. Confirm availability, scope, cost and timing for the specific project.
