For biscuits and candy intended for the Ghanaian market, buyers should distinguish Ghana Food and Drugs Authority (Ghana FDA) requirements from manufacturing-site certificates and customer approval conditions.
Importer licensing, product registration and shipment permits are separate matters. A factory certificate or laboratory report should not be treated as a replacement for the applicable Ghana FDA procedures.
Ghana FDA’s published guidance distinguishes the following areas:
| Area | What buyers should verify |
|---|---|
| Importer licensing | Whether the Ghanaian importing business holds the appropriate Ghana FDA authorization |
| Product registration | Whether the specific food product is registered for the intended market |
| Import permit and clearance | Whether the required shipment-level permit and clearance arrangements are in place |
| Additional buyer requirements | Which manufacturing, testing or certification documents the customer requires |
The Ghana FDA import permit and clearance guideline, effective 2 July 2025, addresses importer licensing, prior product registration and electronic import permits. Importers should confirm the applicable process before arranging shipment.
The Ghana FDA imported food product application form, effective 13 September 2024, requests information about the importer, manufacturer, applicant or brand owner, and the product.
For a biscuit or candy project, organize the proposed products by brand, variant, pack format and unit size. Keep the manufacturing information, ingredients, storage conditions and shelf-life information consistent across the application and supporting materials.
The form lists supporting documents including a business registration certificate, Certificates of Analysis by product and variant, and model labels. Some other certificates are identified as applicable only in relevant circumstances. Confirm the documents needed for your particular application rather than assuming every certificate applies to every food.
For private-label projects, label review should be part of packaging development.
Ghana FDA’s general labelling requirements for pre-packaged food specify English labelling and particulars including product identity, net quantity, ingredients, dates, batch or lot identification, origin and manufacturer or agent information. Relevant use and storage instructions also need attention.
The document also addresses both primary and secondary packaging and requires supporting evidence for nutrition information and claims.
Before authorizing printing, check that the artwork matches the product information being submitted. Changing the formula, product name or pack format may require further review; do not assume an earlier label review covers a revised version.
Ghana FDA’s 2025 import guideline states that pre-packaged food imported for local distribution or sale should retain at least two-thirds of its shelf life when cleared at the port of entry.
Build production age, transport and clearance time into the purchasing plan. The checkpoint is clearance—not simply the date the goods leave the factory. Confirm the requirement’s application to the proposed shipment with the responsible importer. See the official guideline, section 3.1.5.
A customer may request food safety certification, religious certification, inspection records or laboratory reports. Review each requested document against the relevant manufacturing site, product and scope.
For example, if a customer requests HACCP-related evidence, BRCGS, Halal or Kosher certification, establish exactly what is being requested and which document is acceptable. Do not describe this collection as one universal “Ghana FDA certification” package.
A third-party report should also be checked for the product or sample tested, test items and reporting date. Its existence does not establish that every SKU or shipment has been assessed.
The Ghanaian importer should coordinate the local regulatory process. The supplier’s contribution should be agreed around the product and manufacturing information available for the project.
Use a shared checklist showing the requested item, responsible person, document version and outstanding question. Our Ghana registration responsibilities guide provides related discussion of this division of work.
